Les rapports du HCSP comme révélateurs de la pensée en Santé publique en France.
Abstract
The purpose of this article is to analyse public health policies over the past thirty years.
The method consisted of bringing together in a single text the ten reports of the HCSP on health in France in order to analyse their lexic with textography (factor analysis, classification) with regard to the context in which they were produced.
These texts are organized on a historical logic linking the study of mortality by cause to that of risks (58% of the inertia of the cloud). The second logic is that of medical care (25%), the third combines health laws and risk measurement (15%).
In conclusion, the question arises of the gap between the social representations of the population, popularized by opinion polls (in particular the "shortage of doctors"), and the real content of public health policies.
Cet article a pour objet d’analyser les politiques de santé publique depuis trente ans.
La méthode a consisté à rassembler dans un seul texte les dix rapports du HCSP sur la santé en France pour procéder à l’analyse des données du lexique (CAH, AFC) eu égard au contexte de leur production.
Ces textes s’organisent sur une logique historique reliant l’étude de la mortalité par causes à celle des risques (58% de l’inertie du nuage). La seconde logique est celle du soin médical (25%), la troisième associe les lois sur la santé et la mesure des risques (15%).
En conclusion se pose la question de l’écart entre les représentions de la population, popularisées par les sondages d’opinion (notamment la « pénurie de médecins »), et le contenu réel des politiques de santé publique.
