What can the English social care sector learn from France to recover from the COVID pandemic and become more resilient? [Video]

Abstract

This is a video recording of the fourth of a series of four webinars reflecting on what England should learn from the experiences of the Long-Term Care (LTC) systems in Japan, France, Denmark and the Netherlands during COVID-19, as part of the Social Care COVID Resilience and Recovery project carried out by Care Policy and Evaluation Centre (CPEC) at LSE and the Nuffield Trust and funded by the National Institute for Health and Care Research. In this webinar held on the 10th March 2023, after a short introduction to the project by Adelina Comas-Herrera (LSE, UK) and Natasha Curry (Nuffield Trust, UK), Camille Oung (Nuffield Trust, UK), Alis Sopadzhiyan and Blanche Le Bihan (French School of Public Health) and consider the characteristics of the French LTC system, the general impacts of COVID-19 on people who receive and provide care, the LTC system’s response to COVID-19 and what lessons could be learnt from the French experience. The project identified as key areas for learning from the French experience: - Importance of having preparedness plans for crises and emergencies that are flexible and resourced. - Confused accountability at national, regional and local levels resulted in lack of clarity and made the response more difficcult. - Despite the key role of domiciliary care, it was largely forgotten in the pandemic response. - Investing in workforce needs to be part of a holistic long-term strategy, one-off salary increases are not enough to address shortages. - Reforms need to be wholesale to truly address challenges in the social care sector.
